In fact it is a crime prevention sticker that is placed around areas where theft may occur. The copy can be loosely translated as “Don’t look away from a criminal act” I think it is saying that you should not ignore crimes taking place. This photo was taken on the side of a delivery truck. It is about the size of a typical printing paper.
My fajitas were no crime, but were very delicious!
